That it’s finally over between the great Tripartite Alliance, i.e. the Socio-Economic Council of the Republic of Serbia, indicates the inactivity concerning the signed, but never observed and applied G.C.A. The Prime Minister, Mirko Cvetkovic, stated in public that those who didn’t understand the crisis were abnormal, and workers and trade unions belong to this group. Mirko Cvetkovic’s inclination towards folk literature is also reflected in the statement that ‘’one cannot earn for living in the street’’ although the official government authorities, whose Chief is Mr. Cvetkovic, state the fact that over half a million Serbian citizens work illegally, i.e. in the street. Also, Cvetkovic’s statement gave rise to laughter and doubt, on the occasion of his expressing New Year’s wishes to Serbian citizens when he wished good health and luck to all of them, and among other things, he said: ‘’There will be money, it will arrive.’’ When a Prime Minister of a State says this, then those being normal citizens have to contemplate about the State they live in and their political representatives. If the need for ropes arises, one should try to seek the reason in this Cvetkovic’s statement.

2008 WAS PROBLEMATIC

Concluding the calendar and commercial year 2008 unionists and businessmen in Serbia had a feeling of bitterness, caused by the latest events in connection with the consequences of the global financial crisis in Serbian economy, and General Collective Agreement, which, instead of stabilizing the relations between trade union and employers, escalated in socio-economic and political revolt. The most important information for the Presidency is associated with the activities that the Industrial Trade Union has been performing from the moment of rough and violent usurpation of business premises in which the SMWBU ‘’Nezavisnost’’ performed its activities. It has been evaluated that major trade union functions exist, but there is an individual obstruction being presently monitored by the SITU. Trade Union Offices in Zrenjanin, Belgrade, Jagodina, Bor, Krusevac, Trstenik are performing their operations as usual, and it is expected that other Regions will also open Trade Union Offices for operation and activities of Serbian Industrial Trade Union. The Presidency was informed in detail of the Meeting that SITU and SMWBU ‘’Nezavisnost’’ had with Minister Ljajic, on the occasion of visit of our colleagues from the IMF and EMF.

The Car Factory ‘’21 Maj’’, with over 70 employees, shall welcome 2009 with optimistic statements given by the Executive Management. A recognizable reputation of the Car Factory ‘’21 Maj’’ was ruined in the last 10 years. The present formal majority owner is Milutin Dobrijevic. The necessary capital practically arrived from Slovenia. Mr. Dobrijevic took special measures to improve the production, employ workers and fulfill obligations provided for by the Purchase and Sales Contract and Collective Agreement.

PROBLEMS WHICH CAN BE SOLVED?

Trade union’s success is just in the promptness of solving employee problems, but also in the actions aimed at prevention of those problems. Such standpoint has been confirmed during the conversation with employees in ‘’Bratstvo’’, Subotica, which has been on a strike for more than 2 weeks, as well as with employees of ATB ‘’Sever’’, Subotica, facing the need of the majority owner to reduce the manpower. Members of SMWBU ‘’Nezavisnost’’, in both companies, are concerned about the present and the future, believing that one could find a solution acceptable to employees and company owners through dialogue and mutual respect.

SERBIAN INDUSTRIAL TRADE UNION ORIENTED TOWARD THE FUTURE

The escalation of conflict between the UBU ’’Nezavisnost’’ and SMWBU ’’Nezavisnost’’, now Serbian Industrial Trade Union, invited representatives of the EMF, IMF and IGM to Serbia in order that they convinced themselves of the dramatic situation the members of the SITU have been going through. The attack on the autonomy and democratic principle of unionist activities arose in the attack on the property created by the MWBU members. Such situation, unrecorded in the history of Serbian trade union movement, was made possible by the Ministry of Labor and Social Policy, through authorizing Slavko Vlaisavljevic to represent the MWBU ’’Nezavisnost’’, although he is neither a member of Metal Workers Trade Union nor legitimately and legally elected person by the VI Congress of MWBU ’’Nezavisnost’’. This Ministry’s Decision reflects a deep political background and readiness for cooperation expressed by B. Canak and current political authorities insisting on being ’’socially responsible’’.

FIAT DOES NOT GIVE UP

The visit to Kragujevac and local government has been used by Minister Dinkic, with associates, to meet the representatives of the ‘’Nezavisnost’’ Union and Autonomous Trade Union of ‘’Zastava’’. On that occasion, the latest information on FIAT’s intentions and activities in Kragujevac has been given. The announced Program, which FIAT and Serbian Government should carry out in Kragujevac, has already started. The payment of outstanding wages to ‘’Zastava’’ employees for the period 1997 – 2000 has started, as well as the severance pay for 960 employees comprised by the Social Program. This Program will be also applied in 2009 for 450 employees which fulfill one of the conditions anticipated by the Social Program.
